Title 4 presents regulations regarding appropriate procedures and practices for the General Accounting Office (GAO) and Federal Claims Collection Standards. The scope and standards for the handling of claims are included in the latter. For the former: the personnel system, general claims, transportation, standardized fiscal procedures, records, standards for waiver of claims and allowances for expenses are covered.
